There are 22 members of this household. Does anyone know? Could it be an orphanage?
The person above Edwin Dodd is a boy called William Dodd aged 15 (poss brother?)

Their are 22 spaces for entries on the 1841 census form

Are you sure they are all for the same household, if so then it could be an institution or a lodging house/hotel

did you check the image or is your info from the transcription,

The Rev. Robert BILLING of Wye was, at one time, headmaster of Wye College http://freepages.genealogy.rootsweb.ancestry.com/~mrawson/newspaper2.html

The Tithe maps and their accompanying schedules c1840 should help you to locate the property at that time. There are copies at the Centre for Kentish Studies in Maidstone & you could try Ashford library too.

Robert Billing is the clergyman on the census

It says 'pupils' for some of them at least.

On the next page there is a schoolmaster William Adams & his family living on the High St. - I am thinking this is a school, they are def. all pupils.

I have not seen the census but if you Google their are historic references to a collage being built at Church Yard

also The old Ashford Grammar School building which is now i believe a Museum and a listed building

The children listed below the 'assistant' are all 'Pupils'.

It was a school
