charging me to see my 'keepsafe'

Hello,
I paid my five credits to see an entry in the 1901 census...then saved and attached it to a relative on my tree but now each time I click on it in my keepsafe I am charged five more credits to see it.
Attached to the same relative is an entry in the 1911 census, paid once now view for free and a wedding registry also paid for once now view for free.
So I don't understand why I have to keep on paying every time I want to view the 1901 document.
Could it be a 'glitch' or should I expect to pay every time I look at it?
