When someone is married in a CofE church 'by certificate; it means that the vicar wanted/wants the couple to give notice at a Register Office because he would not marry them 'by banns'. This could be for a number of reasons, the most common, but not in these case, being one or both of the couple being divorced. If the vicar thinks that reading the banns would 'upset; his congregation, then the reading of banns is avoided by civil preliminaries, and is at the 'discretion' of the vicar. |
