Yes he would have been a Royal Navy Boy under Training at HMS Ganges at Shotley in Suffolk
Prior to becoming a stone frigate in 1905 Ganges was a series of hulks around the area. The stone frigate remained in the Royal Navy until the 1970's when - it is now being redeveloped as housing after being left semi derelict for a number of years

Maybe he was in some sort of apprenticeship.

Per the 1911 census a son has moved away from his family in Portsmouth to Shotley near Ipswich. His relationship to the head of the family is marked as, inmate!! His Occupation is, Boy Under Training.
Can anyone give me a clue as to what might have happened here. Is Boy Under Training a common term for back in 1911? What would he be training for? Why an inmate too?
Any help at all I would be very grateful for..
