marriage cert req to reg a birth in 1890?

Can anyone tell me if in the 1890's it was possible to register the birth of a child with the father's name, and for the mother to lie and say she was married to the father? Would the mother have had to show her marriage cert when registering or was this not necessary back then?

I found a rellie who did just this and wondered how she got away with it not once but 3 times!!

If anyone can tell me, i would be grateful
