Looks like access to Barnado records is only possible through Barnados themselves

thanks Londonbelle... I believe its only family that can access Barnardos and even then you have to prove you are a direct line... I am not but trying to find out where this young lad may have come from

All the records I have checked state place of birth not known and on his WW1Attestation Papers he doesn't even know his age either.....poor lad!
Canadian 1911 census states he was born England in the month of June 1896.
On checking the BMD there was no birth registration for at Thomas Dee in June 1896....in 1896 there is only one and that is for Qtr 4 in Wandsworth.
However, there is a Thomas Dee registered in Qtr 2 in 1895 in Warwick.

The immigration record on Canadian archives gives his age as 7 (born c1898) in 1905 - but does say it was difficult to read:

Port of Arrival:Portland Date of Arrival:1905-04-11 Year of Arrival:1905

http://www.veterans.gc.ca/eng/remembrance/memorials/canadian-virtual-war-memorial/detail/443132 In memory of Private Thomas Dee July 16, 1916 Service Number:59249 Force:Army Unit:Canadian Infantry (Eastern Ontario Regiment) Division:21st Bn. Additional Information: Cemetery:RIDGE WOOD MILITARY CEMETERY, Belgium Grave Reference:I. P. I.
Historical Information Ridge Wood was the name given to a wood standing on high ground between the Kemmel road and Dickebusch Lake. The cemetery lies in a hollow on the western side of the ridge and the position was chosen for a front line cemetery as early as May 1915. The first graves were from the 2nd Royal Irish Rifles and similar groups were made by the 18th, 19th, 20th and 21st Canadian Battalions and the 9th Durham Light Infantry at the times when they occupied this sector. The German advance in the spring of 1918 pushed the front line back on to the ridge, and it was not till July that the wood was finally cleared by the 6th and 33rd Divisions. There are few burials from these last battles in the cemetery and the graves of some French divisions, which fought alongside Commonwealth forces in April and May, were removed to other burial grounds. The cemetery contains 619 Commonwealth burials of the First World War. The cemetery was designed by Sir Edwin Lutyens.
