Sri Lanka birth certicate

I am wondering if anyone has had success finding a birth certificate from Sri Lanka. My great grandmother was born there and I am wanting to obtain it. My problem is I have an idea of her parents first names and all her information but nothing else. It also says I need to pay by stamps. |
