Probably - just as you have added your brother-in-law's, so have they but perhaps from a generation or so back
Not everyone wants to make contact with distant relations. They're just happy to indulge their curiosity with what they can find on line.

These other people may assume that if a living person is listed on a public tree, or one to which they have been given access, that permission has been granted by that person for their details to be listed, and that therefore they can copy the details.

But you say "belated brother-in-law" - do you mean "late"?
No permission is required to put the details of a deceased person on a tree.
