I came across her while looking for someone else, and got side-tracked - as you do.

I can't find anything about her before 1881.
Perhaps you too feel the need of a puzzle ?

I have her in 1881, 1891, and 1911, and probably her marriage and death.
Sadly, she was married for less than 9 years, and doesn't seem to have had any children.

There's a single oblique line between Ann and Charles on the image, which I took to mean a change of household, but of course it just means that they're all the same household, but Charles and Ellen aren't part of the Willoughby family.

I imagine she was being fostered, having been born out of wedlock.

Can't see any sign of her mother anywhere, in census or marriage/deaths - at least not in Tettenhall..
