1901 http://data2.collectionscanada.ca/1901/z/z001/pdf/z000020135.pdf [Wm says his pob=Ireland & relig=Presby & dob=25/10/1873 1901 Schedule 2 (with his street addy) seems to be missing.]
The rego district for Skibbereen is Skibbereen - Skibbereen is abt 65km SW of Cork and abt 20km SE of Bantry. Although Wm's attestation has been altered to show his yob=1876, the original year before alteration was 1873.

I wonder abt: GROOM'S LAST NAME: POWELL GROOM'S GIVEN NAMES: WILLIAM JOHN BRIDE'S LAST NAME: COURTNEY BRIDE'S GIVEN NAMES: CLARICE JOSEPHINE DATE OF MARRIAGE: 16/08/1922 PLACE OF MARRIAGE: WPG REGISTRATION NUMBER: 1922,029148
Anyone can search 1921 and get images, transcriptions for free, but only via: http://search.ancestry.ca/search/db.aspx?dbid=8991 [Don't let Ancestry bounce you to another of their sites]
Maybe this guy: Name: Wm John Powell Gender: Male Marital Status: Single Age: 20 Birth Year: abt 1901 Birth Place: Ontario Relation to Head of House: Lodger Father Birth Place: Ontario Mother Birth Place: England Racial or Tribal Origin: English Province or Territory: Manitoba District: Winnipeg South District Number: 4 Sub-District: Winnipeg (City) Sub-District Number: 2 City, Town or Village: Winnipeg Section Number: 331 Assinchorne Ave Municipality: S Wpg Occupation: Salesman Income: 1150 Household Members: Name Age James Arnott 49 John James Gunia 36 Grace Hope Gunia 34 Cecil James Gunia 3 Eugene Brame 23 John Connor 29 Hugh Mc Kay 29 Herbert L Midforth 40 Mamie Campbell 31 Robert W Springay 20 Wm John Powell 20 Holman Ray Geo 2
There is a 1911 census aid showing which streets various subditricts (EDs in UK terminology) cover: http://www.mhs.mb.ca/data/census/1911/winnipeg/ There are also a couple of maps there, both orientated such that N is at right edge. http://www.mhs.mb.ca/data/census/1911/winnipeg/winnipeg1920.jpg Donald & Assiniboine is 4 blocks W of Main, just N of the Assiniboine R. Patrick crosses Logan 8 blks W of Main. Henry is one blk N of Logan, and 461 is at the junction of Patrick & Logan. Redwood Bridge crosses the Red R abt 2km N of Logan (although one might think it's the Hespelier Ave Bridge based on the 1920 map). Arlington is 9 blks W of Main - Manitoba & Pritchard are 5 & 6 blks S of Arlington.
Wm's CEF service file contains some puzzles. I think you should try and find his pre-WW1 record on FMP/GR's British Army Service Records 1760-1915 There's 41 hits for W/William Courtney. It's a puzzle to me when he served - I guess the 7y with the Poyal Irish Fusiliers was around 1891-1898, but when he did 3y with the RFA is a mystery. On p 17 of the record, on 17/8/1916 he says his mum was Ellen McNulty Courtney - she's a widow living in "Skipperine Co Tipperary". So who was she? Searching in 1911 Tipperary gets no hits at: http://www.census.nationalarchives.ie/search/
However, there is a Co Cork hit: 1911 Residents of a house 11.1 in Lucia Place (Monkstown, Cork) Surname Forename Age Sex Relation to head Religion Birthplace Occupation Literacy Irish Language Marital Status Specified Illnesses Years Married Children Born Children Living Courtney Ellen 70 Female Wife Roman Catholic County Cork - Can read only - Widow - - - - Keleher Thomas 75 Male Brother Roman Catholic County Cork - Can read only Irish and English Single - - - - http://www.census.nationalarchives.ie/reels/nai003952049/ http://www.census.nationalarchives.ie/reels/nai003952050/ [poor-law union=Cork so rego district=Cork]

I had posted the info that the daughters were in the Children's Aid Shelter in 1916 ...
I would agree that the marriage to Powell seems likely for daughter Clara Josephine born 1900 in Winnipeg
for info, in one of the many other threads, I believe it was pointed out that Skibbereen is actually in Co Cork and not Tipperary so the Irish censuses seem correct
https://en.wikipedia.org/wiki/Skibbereen
however the father in that Irish Courtney-Sullivan marriage is Sullivan
and the brother in the censuses is Kelleher
... so it's a little confused ...
